The Canadian Nuclear Safety Commissions (CNSCs) Strategic Review of the Regulatory Framework in support of Advanced Reactor Readiness

Abstract

As a part of the Canadian Nuclear Safety Commission (CNSC) readiness strategy to prepare regulating advanced reactor technologies, a strategic review of the regulatory framework is underway. The objectives of this review are to identify gaps and opportunities for improvement to ensure clarity of requirements for advanced reactors, including small modular reactors (SMRs). The review considers CNSC experiences from all directorates, existing research, including from the Disruptive Emerging and Innovative Technologies (DIET) working group, as well as engagement with stakeholders, and benchmarking with international organizations. The results of the review indicated there were several CNSC regulatory instruments that would require either complete or targeted reviews and updates to regulate advanced reactor technologies. CNSC staff are planning to bring the final work plan to management for approval in late 2024 and is targeting completion of all work by end of 2027. The completion of the strategic review and identified regulatory instruments is a key component of the CNSC’s advanced reactor readiness programs and will aid in ensuring the CNSC regulatory framework is consistent, clear, predictable, and will effectively regulate all forms of proposed reactor technologies and facilities. Further, challenges and lessons learned from the review will be discussed.
