The Reconciliation Journey of CNL through the WR-1 Reactor Decommissioning Environmental Assessment

Abstract

This paper presents Canadian Nuclear Laboratories (CNL) journey of reconciliation through the lens of Indigenous engagement on an environmental assessment for a reactor decommissioning project. CNL began an environmental assessment and licence amendment request in 2016 for the decommissioning of the legacy WR-1 reactor at the Whiteshell Laboratories (WL) site in Manitoba. WL Labs is located on the Winnipeg River, the junction of Treaty 1 and Treaty 3 territories. The site is in close proximity to numerous First Nations and is located in the homeland of the Red River Métis. Prior to the WR-1 reactor environmental assessment, CNL had minimal engagement with Nations near the site. Although there is a an evolving context, increased complexity, challenges around fostering relationships, and Indigenous capacity, CNL has been successful at creating sustained and meaningful involvement with five First Nations and the Red River Métis. This paper will present that journey with a focus on the most important corporate learnings, resource requirements, successes and how this work has guided CNL’s growth in awareness and commitment to reconciliation.
