Spent Fuel Bundle Counters for the IAEA Safeguards Program for 600 MW CANDU reactors

Abstract

Safeguarding on-power fuelled reactors has required the development of a number of unattended accounting, containment and surveillance instruments. This paper describes the spent-fuel bundle counters for 600 MW CANDU reactors and the approach which has been taken to meet novel safeguards requirements. It also shows how the design of the fuel handling equipment strongly influences the cost and effectiveness of a safeguards system.
