Upfront Licensing - A New Approach
Main Article Content
Abstract
This paper reviews the historical record of nuclear power plant construction in Canada and concludes that, although it compares wall with that of other countries a new licensing approach is required to help retain the economic viability of the nuclear option. The up-front licensing process, presently being pursued for the Point Lepreau Unit 2 NGS is discussed. Significant progress has been made in discussing a new approach with the Atomic Energy Control Board (AECB) and it appears that an agreed upon licensing basis for the Point Lepreau Unit 2 NGS can be established prior to project commitment
