A Regulatory Perspective-Operating Training and Certification

Abstract

In the early '60's Ontario Hydro, Atomic Energy of Canada, the Ontario Department of Labour and the Atomic Energy Control Board faced the question of what would be appropriate qualifications and regulatory certifications for individuals being prepared to fill key operating positions at the NPD plant and succeeding CANDU nuclear power plants. An obvious point of reference was the established legislation requiring provincially licensed stationary engineers to operate steam raising and utilizing equipment. The outcome of these deliberations was twofold:

  • Adoption of Ontario Hydro's proposal for a training program for operating personnel spanning science fundamentals, equipment and systems principles as well as detailed training in the operational and safety features of individual nuclear plants;
  • Establishment of an examination and authorization program to be administered by the AECB.
