Emergency Management System With Simulation and Training Facilities

Abstract
Numerous organizations participate in nuclear power plant accident management, Information collection and communication play an important role. A joint Nordic project has made use of modern information technology and developed a prototype information system to support nuclear power plant emergency manager and another prototype to support the chief of county emergency operations center. Both of these were tested by four test subjects while all the other interfaces ware simulated; in addition corresponding tests without the information management system were conducted. Tests like these were found to be excellent emergency management training. In emergency preparedness training the information management system can simulate the plant, the environment, the utility, the authorities and other interfaces to the emergency manages. However, in order to be beneficial or even used in real emergencies the users should be more familiar with the support system. It is preferred that information systems used in an emergency should, as much as possible, make use of corresponding systems, software and hardware, used normally.
